"Plant products"— unmanufactured mxxxxxxx xx xxxxx xxxxxx xxxxxxxxxx xxxxxx xxx xxxxx xxxxxxxxxxxx xxxxxxxx xxxxx xx xxxxx xxxxxx xx xxxx xx xxxxx xxxxxxxxxxx xxx xxxxxx x xxxx xxx xxx xxtroduction and spread of pests;
"Plants"— living plants and parts thereof, including seeds and germplasm;
"Quarantine pest"— a pest of potential xxxxxxxx xxxxxxxxxx xx xxx xxxx xxxxxxxxxx xxxxxxx xxx xxx xxx xxxxxxx xxxxxx xx xxxxxxx xxx xxx xxxxxx xxxxxxxxxxx xxx xxxxx xxxxxxxxxx xxxxxxxxxxx
"Regional standards"— standards established by a regional plant protection organisation for the guidance of the members of that organisation;
"Rxxxxxxxx xxxxxxxxx xxx xxxxxx xxxxx xxxxxxxx xxxxxxx xxxxxx xxxxxxxxxx xxxxxxxxxxx xxxxxxxxxx xxxx xxx xxx xxxxx xxxxxxxxx xxxxxx xx xxxxxxxx xxxxxle of harbouring or spreading pests, deemed to require phytosanitary measures, particularly where international transportation is involved;

Article III
Relationship with other ixxxxxxxxxxxx xxxxxxxxxx

Article IV
General provisions relating to the organisational arrangements for national plant protection
1. Each Contracting xxxxx xxxxx xxxx xxxxxxxxxx xx xxx xxxx xx xxx xxxxxxxx xxx xx xxxxxxxx xxxxxxxx xxxxx xxxxxxxxxx xxxxxxxxxxxx xxxx xxx xxxx xxxxxxxxxxxxxxxx xxx xxx xn this Article.
2. The responsibilities of an official national plant protection organisation shall include the following:
(a) the issuance of cexxxxxxxxxx xxxxxxxx xx xxx xxxxxxxxxxxxx xxxxxxxxxxx xx xxx xxxxxxxxx xxxxxxxxxxx xxxxx xxx xxxxxxxxxxxx xx xxxxxxx xxxxx xxxxxxxx xxx xxxxx xxxxxxted articles;
(b) the surveillance of growing plants, including both areas under cultivation (inter alia fields, plantations, nurseries, gardensx xxxxxxxxxxx xxx xxxxxxxxxxxxx xxx xxxx xxxxxx xxx xx xxxxxx xxx xxxxx xxxxxxxx xx xxxxxxx xx xx xxxxxxxxxxxxxxx xxxxxxxxxxxx xxxx xxx xxxxxx xx xxxxxting the occurrence, outbreak and spread of pests, and of controlling those pests, including the reporting referred to under Article VIII paragraph 1(xxx
xxx xxx xxxxxxxxxx xx xxxxxxxxxxxx xx xxxxxx xxx xxxxx xxxxxxxx xxxxxx xx xxxxxxxxxxxxx xxxxxxx xxxx xxxxx xxxxxxxxxxxx xxx xxxxxxxxxx xx xxxxx regulated articles, particularly with the object of preventing the introduction and/or spread of pests;
(d) the disinfestation or disinfection of xxxxxxxxxxxx xx xxxxxxx xxxxx xxxxxxxx xxx xxxxx xxxxxxxxx xxxxxxxx xxxxxx xx xxxxxxxxxxxxx xxxxxxxx xx xxxx xxxxxxxxxxxxx xxxxxxxxxxxxx
xxx xxx protection of endangered areas and the designation, maintenance and surveillance of pest-free areas and areas of low pest prevalence;
(f) the conduxx xx xxxx xxxx xxxxxxxxx
xxx xx xxxxxx xxxxxxx xxxxxxxxxxx xxxxxxxxxx xxxx xxx xxxxxxxxxxxxx xxxxxxxx xx xxxxxxxxxxxx xxxxx xxxxxxxxxxxxx xxxxxxing composition, substitution and reinfestation is maintained prior to export; and
(h) training and development of staff.
3. Each Contracting Paxxx xxxxx xxxx xxxxxxxxxx xx xxx xxxx xx xxx xxxxxxxx xxx xxx xxxxxxxxxx
xxx xxx xxxxxxxxxxxx xx xxxxxxxxxxx xxxxxx xxx xxxxxxxxx xx xxx xxxxxxxxxxx xarty regarding regulated pests and the means of their prevention and control;
(b) research and investigation in the field of plant protection;
(c) xxx xxxxxxxx xx xxxxxxxxxxxxx xxxxxxxxxxxx xxx
xxx xxx xxxxxxxxxxx xx xxxx xxxxx xxxxxxxxx xx xxx xx xxxxxxxx xxx xxx xxxxxxxxxxxxxx xx xxxx xxxxxxxion.
4. Each Contracting Party shall submit a description of its official national plant protection organisation and of changes in such organisatiox xx xxx xxxxxxxxxx x xxxxxxxxxxx xxxxx xxxxx xxxxxxx x xxxxxxxxxxx xx xxx xxxxxxxxxxxxxx xxxxxxxxxxxx xxx xxxxx xxxxxxxxxx xx xxxxxxx xxxxxxxxxxx xxrty, upon request.
Article V
Phytosanitary certification
1. Each Contracting Party shall make arrangements for phytosanitary certificationx xxxx xxx xxxxxxxxx xx xxxxxxxx xxxx xxxxxxxx xxxxxxx xxxxx xxxxxxxx xxx xxxxx xxxxxxxxx xxxxxxxx xxx xxxxxxxxxxxx xxxxxxx xxx xx xxxxxxxxxx xxxx xxx certifying statement to be made pursuant to paragraph 2(b) of this Article.
2. Each Contracting Party shall make arrangements for the issuance of phyxxxxxxxxxx xxxxxxxxxxxx xx xxxxxxxxxx xxxx xxx xxxxxxxxx xxxxxxxxxxx
xxx xxxxxxxxxx xxx xxxxx xxxxxxx xxxxxxxxxx xxxxxxx xx xxxxxxxx xx xxxxxxxxitary certificates shall be carried out only by or under the authority of the official national plant protection organisation. The issuance of phytosaxxxxxx xxxxxxxxxxxx xxxxx xx xxxxxxx xxx xx xxxxxx xxxxxxxx xxx xxx xxxxxxxxxxx xxxxxxxxx xxx xxxx xxxxxxxxxx xx xxx xxxxxxxx xxxxxxxx xxxxx xxxxxxxxxx xxxxxxxxxxxx xx xxx xx xxx xxxxxx xxx xxxxx xxx xxxxxxx xxxx xxxx xxxxxxxxx xxx xxxxxxxxxxx xxxxxxxxx xx xxxxx xxxxcers that the authorities of importing Contracting Parties may accept the phytosanitary certificates with confidence as dependable documents.

Article VI
Regulated pests
1. Contracting Parties may require phytosanitary measures for quarantine pests and regulated non-quarantine pests, xxxxxxxx xxxx xxxx xxxxxxxx xxxx
xxx xx xxxx xxxxxxxxx xxxx xxxxxxxx xxxxxxx xx xxx xxxx xxxxxx xx xxxxxxx xxxxxx xxx xxxxxxxxx xx xxx xxxxxxxxx xxxxxacting Party; and
(b) limited to what is necessary to protect plant health and/or safeguard the intended use and can be technically justified by the Coxxxxxxxxx xxxxx xxxxxxxxxx
xx xxxxxxxxxxx xxxxxxx xxxxx xxx xxxxxxx xxxxxxxxxxxxx xxxxxxxx xxx xxxxxxxxxxxxx xxxxxx

xxxxxxxxxxts in relation to imports
1. With the aim of preventing the introduction and/or spread of regulated pests into their territories, Contracting Partiex xxxxx xxxx xxxxxxxxx xxxxxxxxx xx xxxxxxxxx xx xxxxxxxxxx xxxx xxxxxxxxxx xxxxxxxxxxxxx xxxxxxxxxxx xxx xxxxx xx xxxxxx xxx xxxxx xxxxxxxx xxx xxxxr regulated articles and, to this end, may:
(a) prescribe and adopt phytosanitary measures concerning the importation of plants, plant products and xxxxx xxxxxxxxx xxxxxxxxx xxxxxxxxxx xxx xxxxxxxx xxxxxxxxxxx xxxxxxxxxxx xx xxxxxxxxxxxx xxx xxxxxxxxxx
xxx xxxxxx xxxxx xx xxxxxxx xx xxxxxxx xreatment, destruction or removal from the territory of the Contracting Party, of plants, plant products and other regulated articles or consignments xxxxxxx xxxx xx xxx xxxxxx xxxx xxx xxxxxxxxxxxxx xxxxxxxx xxxxxxxxxx xx xxxxxxx xxxxx xxxxxxxxxxxx xxxx
xxx xxxxxxxx xx xxxxxxxx xxx xxxxxxxx xx xxgulated pests into their territories;
(d) prohibit or restrict the movement of biological control agents and other organisms of phytosanitary concxxx xxxxxxx xx xx xxxxxxxxxx xxxx xxxxx xxxxxxxxxxxx
xx xx xxxxx xx xxxxxxxx xxxxxxxxxxxx xxxx xxxxxxxxxxxxx xxxxxx xxxx xxxxxxxxxxx xxxxxx xx xxxxcising its authority under paragraph 1 of this Article, undertakes to act in conformity with the following:

(g) Contracting Parties shall institute only xxxxxxxxxxxxx xxxxxxxx xxxx xxx xxxxxxxxxxx xxxxxxxxxx xxxxxxxxxx xxxx xxx xxxx xxxx xxxxxxxx xxx xxxxxxxxx xxx xxxxx xxxxxxxxxxx xxxxxxxx xxxxxxxle, and result in the minimum impediment to the international movement of people, commodities and conveyances.
(h) Contracting Parties shall, as coxxxxxxxx xxxxxxx xxx xx xxx xxxxx xxxxxx xxxxxxxxxx xxxxxx xxxx xxxxxxxxxxxxx xxxxxxxx xxx xxxxxxxx xxxxxxxx xx xxxxxxx xx xxxxx xx xx xxxxxxxxxxxx
(i) Contracting Parties shall, to the best of their ability, establish and update lists of regulated pests, using scientific names, and make such lists xxxxxxxxx xx xxx xxxxxxxxxx xx xxxxxxxx xxxxx xxxxxxxxxx xxxxxxxxxxxxx xx xxxxx xxxx xxx xxxxxxx xxxx xx xxxxxxxx xx xxxxx xxxxxxxxxxx xxxxxxxx

Article VIII
International cooperation
1. The Contracting Parties shall cooperate with one another tx xxx xxxxxxx xxxxxxxxxxx xxxxxx xx xxxxxxxxx xxx xxxx xx xxxx xxxxxxxxxxx xxx xxxxx xx xxxxxxxxxxx
xxx xxxxxxxxx xx xxx xxxxxxxx xx xxxxxxxxxxx xx xxant pests, particularly the reporting of the occurrence, outbreak or spread of pests that may be of immediate or potential danger, in accordance with suxx xxxxxxxxxx xx xxx xx xxxxxxxxxxx xx xxx xxxxxxxxxxx
xxx xxxxxxxxxxxx xx xx xxx xx xx xxxxxxxxxxxx xx xxx xxxxxxx xxxxxxxxx xxx xxxxxxxxx xxxxx xxxx may seriously threaten crop production and need international action to meet the emergencies; and
(c) cooperate, to the extent practicable, in provxxxxx xxxxxxxxx xxx xxxxxxxxxx xxxxxxxxxxx xxxxxxxxx xxx xxxx xxxx xxxxxxxxx
xx xxxx xxxxxxxxxxx xxxxx xxxxx xxxxxxxxx x xxxxxxx xxxxx xxx xxx xxxxange of information connected with the implementation of this Convention.
Article IX
Regional plant protection organisations
1. The Contractxxx xxxxxxx xxxxxxxxx xx xxxxxxxxx xxxx xxx xxxxxxx xx xxxxxxxxxxxx xxxxxxxx xxxxx xxxxxxxxxx xxxxxxxxxxxxx xx xxxxxxxxxxx xxxxxx
xx xxx xxxxxxxx plant protection organisations shall function as the coordinating bodies in the areas covered, shall participate in various activities to achieve thx xxxxxxxxxx xx xxxx xxxxxxxxxx xxxx xxxxx xxxxxxxxxxxx xxxxx xxxxxx xxx xxxxxxxxxxx xxxxxxxxxxxx
xx xxx xxxxxxxx xxxxx xxxxxxxxxx xxxxxxxxxxxxx shall cooperate with the Secretary in achieving the objectives of the Convention and, where appropriate, cooperate with the Secretary and the Commissxxx xx xxxxxxxxxx xxxxxxxxxxxxx xxxxxxxxxx
xx xxx xxxxxxxxx xxxx xxxxxxx xxxxxxx xxxxxxxxx xxxxxxxxxxxxx xx xxxxxxxxxxxxxxx xx xxxxxxxx xxxxx xxotection organisations to:
(a) promote the development and use of relevant international standards for phytosanitary measures; and
(b) encouraxx xxxxxxxxxxxxxx xxxxxxxxxxx xx xxxxxxxxx xxxxxxxxxx xxxxxxxxxxxxx xxxxxxxx xxx xxxxxxxxxxx xxxxx xxx xx xxxxxxxxxx xxxxx xxxxxx xxxxxx xxxxxxxxtion.
Article X
Standards
1. The Contracting Parties agree to cooperate in the development of international standards in accordance with the prxxxxxxxx xxxxxxx xx xxx xxxxxxxxxxx
xx xxxxxxxxxxxxx xxxxxxxxx xxxxx xx xxxxxxx xx xxx xxxxxxxxxxx
xx xxxxxxxx xxxxxxxxx xxxxxx xx xxxxxxxxxx xxth the principles of this Convention; such standards may be deposited with the Commission for consideration as candidates for international standardx xxx xxxxxxxxxxxxx xxxxxxxx xx xxxx xxxxxxx xxxxxxxxxxx
xx xxxxxxxxxxx xxxxxxx xxxxxx xxxx xxxx xxxxxxxx xx xxxxxxxxxxxx xxxxxxxxxxxxx xxxxxxxxs when undertaking activities related to this Convention.
Article XI
Commission on Phytosanitary Measures

2. The functions of the Commission shall be to promote the full implementation of the objectives of the Convention and, in parxxxxxxxx xxx
xxx xxxxxx xxx xxxxx xx xxxxx xxxxxxxxxx xx xxx xxxxx xxx xxx xxxx xxx xxxxxx xx xxxxxxx xxx xxxxxxxxxxxxx xxxxxx xx xxxxx xxx xxxxx xxxxxxuction into endangered areas;
(b) establish and keep under review the necessary institutional arrangements and procedures for the development and xxxxxxxx xx xxxxxxxxxxxxx xxxxxxxxxx xxx xx xxxxx xxxxxxxxxxxxx xxxxxxxxxx

(d) establish such subsidiary bodies of the Commission as may be necessary for the proper implementation of its functionxx

(g) adopt such recommendations for the implementation of the Convention as necesxxxxx xxx

xx xxxxxxxxxx xx xxx xxxxxxxxon shall be open to all Contracting Parties.
4. Each Contracting Party may be represented at sessions of the Commission by a single delegate who may be axxxxxxxxxx xx xx xxxxxxxxxx xxx xx xxxxxxx xxx xxxxxxxxx xxxxxxxxxxx xxxxxxx xxx xxxxxxxx xxx xxxx xxxx xx xxx xxxxxxxxxxx xx xxx xxxxxxxxxx xxx xxx xxx vote, except in the case of an alternate who is duly authorised to substitute for the delegate.
5. 6. A Member Organisation of FAO that is a Contracting Party axx xxx xxxxxx xxxxxx xx xxxx xxxxxx xxxxxxxxxxxx xxxx xxx xxxxxxxxxxx xxxxxxx xxxxx xxxxxxxx xxxxx xxxxxxxxxx xxxxxx xxx xxxxxx xxxxx xxxxxxxxxx xxxxgations in accordance, mutatis mutandis, with the Constitution and General Rules of FAO.
7. The Commission may adopt and amend, as required, its own Rxxxx xx xxxxxxxxxx xxxxx xxxxx xxx xx xxxxxxxxxxxx xxxx xxxx xxxxxxxxxx xx xxxx xxx xxxxxxxxxxxx xx xxxx

1. The Secretary of the Commission shall be appointed by the Director-General of FAO.

1. If there is any dispute regarding the interpretation or application of this Convention, or if a Contracting Party considers that any actixx xx xxxxxxx xxxxxxxxxxx xxxxx xx xx xxxxxxxx xxxx xxx xxxxxxxxxxx xx xxx xxxxxx xxxxx xxxxxxxx x xxx xxx xx xxxx xxxxxxxxxxx xxxxxxxxxx xxxxxxxxx xxx xasis of prohibiting or restricting the imports of plants, plant products or other regulated articles coming from its territories, the Contracting Parxxxx xxxxxxxxx xxxxx xxxxxxx xxxxx xxxxxxxxxx xx xxxx xx xxxxxxxx xxxx x xxxx xx xxxxxxxxx xxx xxxxxxxx
xx xx xxx xxxxxxx xxxxxx xx xxxxxxxx xx xxx xxxxs referred to in paragraph 1, the Contracting Party or parties concerned may request the Director-General of FAO to appoint a committee of experts to conxxxxx xxx xxxxxxxx xx xxxxxxxx xx xxxxxxxxxx xxxx xxxxx xxx xxxxxxxxxx xxxx xxx xx xxxxxxxxxxx xx xxx xxxxxxxxxxx

4. The Contracting Parties agree that the rexxxxxxxxxxxxx xx xxxx x xxxxxxxxxx xxxxx xxx xxxxxxx xx xxxxxxxxxx xxxx xxxxxx xxx xxxxx xxx xxxxxxx xxxxxxxxxxxxx xx xxx xxxxxxxxxxx xxxxxxx xxxxxxxed of the matter out of which the disagreement arose.
5. The Contracting Parties concerned shall share the expenses of the experts.

Article XIV
Substitution of prior agreements

Languages
1. The authentic languages of this Convention shall be all official languages of FAO.

2.
